Comprehensive ​Construction Manager's Representative (CMR)

Our experts represent your interests on-site, managing projects from inception to completion with a focus on quality, safety, and timeliness. We provide comprehensive support across every phase of the project, including:
Contractor Oversight – Reviewing and approving Division One submittals; monitoring contractor adherence to approved Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs).
Project Coordination – Facilitating on-site and virtual project meetings; drafting meeting notes; reviewing and verifying project record documents.
Safety & Quality Assurance – Monitoring construction safety; observing and documenting daily activities through reports and photographs; performing inspections in accordance with the USACE Three-Phase Inspection Method.
Documentation & Compliance – Assisting the Government with contract change documentation; preparing Request for Proposal (RFP) packages; maintaining RFP logs tracking numbers, issue dates, Independent Government Estimate (IGE) dates, and amounts.
Schedule & Payment Review – Reviewing baseline and progress schedules monthly; preparing and submitting Federal Baseline Schedule Review Checklists; assessing contractor pay applications, requisitions, submittals, RFIs, and certified payrolls.
Material Verification – Inspecting materials delivered to the jobsite for compliance with construction documents and approved submittals.
Government Contract Expertise – Managing documentation related to contract changes, disputes, and other specialized requirements in federal projects.

Our team consists of seasoned professionals with extensive experience in federal construction projects. PMS managers have served the industry in multiple roles throughout 30 years of direct experience as on-site managers, senior project managers and senior estimators.

Safety First

We prioritize safety in all our projects, adhering to strict safety standards and regulations set forth on federal contracts such as the contractors Accident Prevention Plan and Activity Hazard Analysis and EM-385-1-1 and OSHA-30 certification is standard for our managers.  Some of the safety challenges that present themselves are working in occupied spaces, working in areas with tourist and working in very remote locations.
